A motion was made by Member Kaplan, seconded by Member Dickinson, to Recommendation: Conduct a public hearing and upon conclusion, adopt a Resolution by a four-fifths vote: 1) adopting the Natomas Basin Habitat Conservation Plan Fee Update - 2026 (Nexus Study); 2) adjusting the amount of the Natomas Basin Habitat Conservation Plan fee (HCP fee); and 3) making the findings pursuant to Government Code section 66017, subdivision (b), for the adjusted HCP fee to take effect immediately upon adoption.. The motion carried by the following vote:
A motion was made by Vice Mayor Talamantes, seconded by Mayor Pro Tem Guerra, to Recommendation: Deliberate and pass a Motion to provide Council direction regarding the Fiscal Year (FY) 2026/27 Proposed Budget (Budget).. The motion carried by the following vote:
A motion was made by Vice Chair Kaplan, seconded by Vang, to Recommendation: 1) Review and provide direction on the 2025 Annual Report and 2026 Proposed Workplan for the City of Sacramento Community Police Review Commission ("Commission"); and 2) pass a Motion either: a) directing staff to forward the Annual Report and Workplan to the City Council for review; b) directing staff to update the Annual Report and Workplan based on Personnel and Public Employee Committee recommendations and forward to the City Council for review; or c) asking the Commission to update the Annual Report and Workplan based Personnel and Public Employee Committee recommendations and come back to the Personnel and Public Employee Committee for additional review.. The motion carried by the following vote:
A motion was made by Vice Chair Kaplan, seconded by Vang, to Recommendation: 1) Conduct interviews of applicants to the Sacramento Housing and Redevelopment Commission for Seat B: a member appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commissions, and agencies; 2) discuss candidates' eligibility; and 3) recommend appointment to Mayor and Council unless additional discussion in a subsequent meeting is needed..
